The contract, which was concluded a few years ago between Bulgaria’s National Electricity Company (NEK) and the consulting company named Worley Parsons for the Belene NPP lacks a clause for its termination in case the main contract for the construction of the plant from the Russian Atomstroyexport gets suspended. This was explained by Petar Iliev, Executive Director of the National Electric Company. Because of this omission in the contract, a decision by the Arbitration Court of September 6 reads that Worley Parsons must be paid nearly EUR 32 million. By March 29, 2012, when the Council of Ministers officially terminated the Belene project, Worley Parsons had received EUR 270 million.
