Cabinet approves draft law on documentation

Doha: Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet regular meeting yesterday at the Amiri Diwan.

Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Issa bin Saad Al Jafali Al Nuaimi stated that at the beginning of the meeting, the Cabinet praised the outcomes of the working visit paid by Amir H H Sheikh Tamim bin Hamad Al Thani to the Kingdom of Malaysia from December 5 to 7.

The Cabinet approved a draft law on documentation and referred it to the Shura Council. The preparation of the draft law to replace the law No. 9 of 1979 is part of the modernization of legislation.

The draft law defines documentation as a procedure by a notary public or by those delegated by the Minister, by which the will of the concerned parties is documented in an official record, and the notary is the official responsible for documentation, validation and the proving of date, in accordance with the provisions of the law.

Under the provisions of the draft, records are documented in Arabic, if a contractor does not know this language, he must use a translator accredited by the Ministry to sign the record with the contractors. 

The notary public shall verify the identity, eligibility of the person submitting the request and the identity and relation of whom they represent, using official papers. This must be shown on the document needed for attestation. The notary must also ensure that the document does not violate the provisions of the law and regulations and does not lack of public order or ethics.

The notary shall ratify the signatures in the customary documents, at the request of the ones submitting the requests, this shall be proven in the records and a attestation certificate is to be given based on the request of the person submitting the request. 

The notary public shall prove the date validation on the customary documents submitted to him for this reason, by stamping the time and date of the procedure completion, after it has been proven in the records prepared for this purpose. Certificates shall be given once date validation of the documents are given based on the request of the person submitting the request. 

The Cabinet also approved draft law on organizing peaceful uses of nuclear energy in the State of Qatar.

The Cabinet approved the draft resolution of the Minister of Commerce and Industry on determining the fees for licenses of similar commercial, industrial, public stores and street vendors.

The Cabinet also approved the suggestion of the Ministry of Commerce and Industry on extending the period for those concerned to meet requirements under the provisions of Law No. 20 of 2014 amending certain provisions of Law No. 25 of 2005 regarding the Commercial Registry, and Law No. 5 of 2015 on similar commercial, industrial, public shops and street vendors and Law No. 11 of 2015 issuing the commercial companies law.

The Cabinet approved appointing H E Minister of Commerce and Industry as deputy chairman of the Qatar Financial Center. 

The Cabinet also approved draft memorandum of understanding on cooperating in the cultural field between the governments of the State of Qatar and the Republic of Ecuador. 

The Cabinet also reviewed and took the necessary measures on the letter of H E Minister of Municipality and Environment on the outcome of the 21st meeting of GCC ministers of municipal affairs (Kuwait-November 2018).
